We don't yet know the exact wording of the new bill, but we are told that there are two key ways in which it will be worse: more legal protection for the attack on the owners of communications devices known as "DRM", and exceptions for Canadian educators to copyright which will discourage them from adopting modern business models for the creation/sharing of knowledge. There may be other major differences from Bill C-60, but this is all we have been told from the rumour mill. The Digital Copyright Canada forum has a BLOG, mailing lists, 2 active petitions and a few letter writing campaign on this issue.
